Quality Management System General Rules for the Company
1. Basis for Formulation
The company's quality management system general rules are formulated based on: "Technical Specifications for Safety Protection Engineering" (GB50348, 2004), "Quality Management System Standards" (GB/T19001, 2000), relevant national and Henan provincial laws, regulations, management specifications, technical documents and product management documents.
2. Core Management Principles
2.1 Top Management Responsibility System
The corporate legal person or top management shall be fully responsible for the whole process including project planning, fund raising, design and construction, maintenance, debt repayment as well as asset preservation and appreciation.
2.2 Confidentiality Principle
Security engineering enterprises shall abide by national confidentiality and safety laws and regulations. Confidentiality training shall be carried out for personnel engaged in security design and construction, and all personnel shall sign a confidentiality commitment: keep all information and data of the construction unit related to the security system confidential.
3. Detailed Management Requirements
3.1 Procurement
Before purchasing, security engineering companies shall learn about relevant regulations on security products, China Compulsory 3C Product Certification Catalogue and market conditions. All equipment adopted by the safety precaution system must meet national regulatory requirements and current relevant standards, and pass inspection or certification.
3.2 Engineering Design and Development
The design and development of safety protection engineering shall follow the below principles:
(1) The system protection level matches the risk level of protected objects.
(2) Integrate technical defense, physical defense and civil defense; coordinate detection, delay and response.
(3) Meet the requirements of protection depth, balance and anti-vulnerability.
(4) Meet system safety and electromagnetic compatibility requirements.
(5) Meet system reliability, maintainability and maintenance requirements.
(6) Meet system advancement, compatibility and expandability requirements.
(7) Meet system economy and applicability requirements.
3.3 Engineering Construction and Quality Control
(1) Comprehensive technical disclosure shall be provided to internal designers and construction staff. Construction organization plan, construction schedule and staffing table shall be formulated and adjusted timely according to on-site actual conditions to guarantee construction progress and project quality and avoid waste. All important construction items shall be clearly recorded in construction logs.
(2) Mandatory provisions of GB50348,2004 must be strictly implemented. Construction shall be conducted in accordance with official design documents and construction drawings without arbitrary modification. If partial adjustment and revision are necessary, fill in the Change Review Form or the change form provided by the supervision unit, and construction can only start after approval.
(3) Mandatory provisions of GB50348,2004 must be strictly implemented. Concealed work on-site acceptance shall be completed during construction. During pipeline laying, the construction unit, supervision unit together with design and construction teams shall conduct on-site inspection and acceptance of pipeline laying quality, and fill in the Concealed Works On-site Acceptance Form or the standard form provided by the supervision unit.
(4) All equipment, materials and software shall be inspected and accepted in accordance with contract technical documents and engineering design documents, with written records and signatures of participants reserved.
(5) Pipeline laying of safety protection systems shall be implemented in accordance with relevant contents of GB50303 "Code for Acceptance of Construction Quality of Building Electrical Engineering", and relevant records shall be kept.
(6) Conduct self-inspection on equipment and the whole system, and retain self-inspection test records.
3.4 Engineering Inspection and Acceptance
(1) After commissioning of the security system, a one-month trial operation must be carried out, and the System Trial Operation Record Form shall be filled in.
(2) After all security projects are completed, the construction unit shall organize relevant departments to conduct project acceptance and issue a preliminary inspection report upon passing. Main contents include: overview of system trial operation; subjective evaluation of system function and effect inspection compared with design task book requirements; verification results of installed equipment quantity and models against official design documents; review results of concealed work on-site acceptance forms, etc.
(3) For projects required by competent authorities to be accepted by statutory institutions, or projects where the construction unit requests acceptance by statutory institutions, security engineering enterprises must cooperate with the construction unit to complete relevant acceptance, solve problems in a timely manner and ensure qualified acceptance.
(4) Inspection of safety protection projects shall be undertaken by statutory inspection institutions.
(5) Random sampling shall be adopted for inspection of main system equipment: the sampling ratio shall not be less than 20% and the minimum sampling quantity shall not be less than 3 units; if the total number of equipment is less than 3 units, 100% full inspection shall be implemented.
